ASEAN and the United States Convene AI Ministerial to Advance Cooperation on AI Development and Governance

Abstract

The United States and the Association of Southeast Asian Nations (“<span class="news-text_medium">ASEAN</span>”) convened their first AI Ministerial in Singapore on 20 May 2026, on the sidelines of ATxSummit 2026, bringing together senior government officials and industry leaders to deepen practical cooperation on AI development, governance, infrastructure and deployment across the region. The Ministerial also marked the launch of "The Road to 50 Years of ASEAN-US Relations", ahead of Singapore's ASEAN Chairmanship in 2027.

The ASEAN-US AI Ministerial was organised by the US Department of State and held in Singapore on 20 May 2026. The event was attended by Under Secretary of State for Economic Affairs Jacob Helbery, alongside ASEAN Digital Ministers and industry leaders from Amazon and Google. The ASEAN Secretariat was represented by H.E. Satvinder Singh, Deputy Secretary-General of ASEAN for the ASEAN Economic Community.

The Ministerial provided a forum for candid exchange between government and industry on the opportunities and challenges presented by rapid AI advancement across the region, against the backdrop of deepening ASEAN-US strategic engagement.

The Ministerial underscored the importance of ensuring that AI cooperation delivers tangible benefits for businesses and communities across the region, with particular emphasis on micro, small and medium-sized enterprises.

<span class="news-text_medium">Strategic partnerships and trusted supply chains:</span> ASEAN welcomed continued US support for strengthening trusted technology supply chains and pursuing joint investments in South-East Asia. The Pax Sicilia Initiative was identified as a vehicle for deepening ASEAN-US digital cooperation by building a network of trusted partners to advance secure and resilient technology ecosystems. These efforts complement the US AI Exports Programme, which is intended to support ASEAN Member States in advancing AI policy development and implementation.

<span class="news-text_medium">Workforce and future readiness:</span> The Ministerial placed emphasis on regional manpower capabilities, with ASEAN and the United States discussing opportunities to build a skilled, future-ready workforce capable of capturing opportunities across the AI economy.

<span class="news-text_medium">Broader cooperation agenda:</span> Looking ahead, ASEAN and the US reaffirmed their commitment to deepening cooperation in emerging technologies, bringing together US innovation and frontier AI capabilities with ASEAN's scale. Areas identified for future cooperation include climate resilience, healthcare, agriculture, food security, disaster management and space technologies.
